1.4.1.1.1. Temporary – issued to a person who applies for a vacant regular/
permanent item of the university and meets the education, experience
and training requirements for the position to which he is being
appointed except for the appropriate eligibility or appropriate
educational qualification. However, this must be issued only in the
absence of a qualified eligible actually available. (Source: Rule III of
CSC Memorandum Circular No. 40, Series of 1998).
1.4.1.1.2. Probationary– issued to a person who meets all the requirements for
the position to which he is being appointed. However, such person
must serve a probationary period of six months following their original
appointment and shall undergo a thorough character investigation in
order to acquire permanent civil service status. A probationer may be
dropped from the service for unsatisfactory conduct or want of
capacity any time before the expiration of the probationary period;
provided, that such action is appealable to the Civil Service

1.4.1.1.3. A faculty member who has been newly appointed for full-time work is
given a probationary period of not more than six months. At the end
of which the appointee may either be retained or dropped, depending
upon the recommendation of the Dean based on performance and the
need of the university. (As per CSC rulings on probationary status).
1.4.1.1.4. A faculty member on probationary status is expected to consider the
employment strictly temporary. In case of the University’s non-renewal
of contract, a notice of termination shall be served at least five (5)
days before the last day of contract.
1.4.1.1.5. A temporary appointment may be given to an individual who is
employed due to exigency of the service and shall be given two (2)
years to meet the required minimum educational qualification. In case
of failure, the position must be declared vacant and opened for
application. A more qualified applicant may replace then be taken in. If
upon publication and there are no other applicants, the appointing
authority may decide to re-appoint the temporary employee provided
that the latter’s performance rating is at least very satisfactory.
1.4.1.1.6. Once the temporary faculty is able to present proof of meeting the
deficiencies (such as eligibility and educational qualification) he/she
maybe given permanent appointment dated accordingly. The nature of
appointment of a temporary employee who has been issued a
permanent appointment is not change of status, but reappointment or
reemployment(Source: CSC MC No. 6 s. of 2007 on Revised Policies on
Change in Status from Temporary to permanent).
1.4.1.2. Permanent
1.4.1.2.1. A permanent appointment shall be given to a faculty who met the
minimum qualification for faculty position and or specific academic
ranks under National Budget Circular (NBC) No. 461. The minimum
qualification applicants to be given permanent appointment are as
follows:
1.4.1.2.1.1. Educational Qualification: Master’s degree in field of
specialization. Master’s degree in different field (i.e. BS
Criminology and MAED may be considered but can only
be given temporary appointment as per conditions above.
