                PROBLEMS AND PROSPECTS IN THE IMPLEMENTATION OF
                                    MOTHER TONGUE

               This study determined the level of seriousness of problems in the implementation of
       Mother Tongue in Villasis Districts, Division of Pangasinan II SY 2013-2014. Specifically, it sought
       to determine the profile of public elementary school teachers in terms of age, sex, civil status,
       highest educational attainment, length of service and relevant trainings attended.
               Further,  it  looked  into  the  levels  of  seriousness  of  problems  encountered  in  the
       implementation  of  Mother  Tongue  as  perceived  by  them  and  the  school  administrators and
       the  significant  difference  between  levels  of  seriousness  of  problems  encountered  in  the
       implementation of Mother Tongue across the variable such as age, sex, civil status, highest
       educational attainment, length of service and relevant trainings attended. Likewise, it looked into
       the significant relationship between the profile of the respondents and their level of seriousness
       of  problems  along  variables  such  as  highest  educational  attainment,  length  of  service  and
       relevant trainings attended. The null hypothesis was tested at .05 level of significance between
       the levels of seriousness of problems and their profile variables.
               The findings indicate that most of the teachers belong to the middle age, majority are
       females and mostly are married. In terms of educational attainment, majority has MA units,
       relatively young, and has attended trainings at different levels. On the problems encountered
       in  the  implementation  of  Mother  Tongue  along  instructional  competence,  instructional
       materials,  evaluation  of  student  achievement,  curriculum  implementation  and  support  of
       external stakeholders is “moderately serous”. It was also found out that teacher-respondents
       were practically comparable or have the same level of seriousness of problems encountered.
       The teachers do not vary in their relationships between the levels of seriousness of problems
       encountered in the implementation of Mother Tongue.
               In the light of the findings, the following conclusions were drawn. Most of the respondents
       are relatively young, females, married and educationally qualified. They have enough experience
       as public elementary school teachers and most of them have attended in-service trainings at
       different levels. The teachers experienced problems but there are still room for decreasing the
       “moderately serious” level into slightly serious. There are no significant differences in the level of
       seriousness of problems encountered and the profile variables. The teachers do not vary in their
       relationship with their level of seriousness of problems encountered along the different areas
       earlier mentioned.
               Based on the findings and conclusions, the following recommendations are deemed
       essential and suitable. The teachers should take initiative to pursue the highest educational
       qualification in the doctorate level, should undergo professional upgrading through trainings
       and seminar-workshops, aim high for excellent performance, more training programs on Mother
       Tongue should be designed and further studies should be conducted to determine other problems
       in the Mother Tongue implementation from another perspectives using other variables.
