to age bracket of 40-49 years old. Majority of them are females. The mean length of service
as school teacher is 36 and above years old. Most of them have acquired their masters degree
unit, that is 39 or 95 percent belongs to these levels of education. Majority has 11 years above
teaching experience, has attended relevant trainings and used Iloko as language at home often.
It was also found out that the school teacher were practically comparable or have the same
level of instructional competencies over the different areas when grouped according to their
profile variables except in the case of age versus pedagogical competence, use of teaching
aids, classroom management and evaluative skills. In the light of the findings, the following
conclusions were drawn: 1) the school teachers teaching Mathematics in Mother Tongue
of the public elementary schools of Villasis District, Pangasinan II differ in their profiles at
certain instances and are female dominated groups of teachers teaching Mathematics Grade
II. The teachers are remarkably performing well enough, but if excellence is yet possible, then
their present performance is a stepping stone towards higher level of excellence. there is no
consistency in the level of instructional competencies of school teachers at certain times but
there are cases when they are on other times comparable.
Based on the findings and conclusions derived from the study, the following
recommendations are deemed essential and suitable: 1) the school teachers who have not
finished their master’s and doctoral degrees should take initiatives to pursue their doctoral degree
in reputable institutions; 2) training programs should be designed, formulated and implemented
to upgrade the school teachers instructional competencies on the use of Mother Tongue to make
it very highly competent; 3) teachers should be more innovative and transformative to attain
excellent performance; 4) to determine better the instructional competencies of teachers, more
relevant variables should be explored; 5) further research may be conducted from another
perspective; 6) teachers should maintain “competent” level of instructional skills at all times but
aspire for the highest level which is “highly competent”.
COPING MECHANISM OF SCHOOL MANAGER: BASIS FOR INNOVATIVE

This study determined the problems encountered by the school managers and their
coping mechanisms in Urdaneta City Division SY 2013-2014.Specifically, it sought to determine
the profile of the school managers in terms of age, sex, civil status, educational attainment,
years of service as school manager, number of teachers supervised and relevant trainings.
Further, it looked into the problems encountered by the school managers and their
coping mechanisms along work requirements, relationship with co-school managers , relationship
with higher authorities, relationship with external stakeholders and disaster preparedness
management. Also it looked into significant differences in the level of problems encountered by
the school managers across profile variables and significant relationship between the problems
