Operations
“Shelter-in-place” means selecting an interior room or rooms within your store, or ones with few or no
windows, and taking refuge there. In many cases, local authorities will issue advice to shelter-in-place via TV
or radio because it’s the quickest way to reach an entire city or a specific section of a city. In some cities they
are now utilizing a reverse 911 and Twitter as well.
A shelter-in-place will occur due to three primary situations:
VIOLENT PERSON
In the event of a person or persons deemed by law enforcement to be a threat to the area surrounding the
store, law enforcement may issue a shelter-in-place to best shield your Team Members and Guests from
potential harm.
CIVIL UNREST SUCH AS A RIOT
Civil unrest may occur during demonstrations, whether they are planned or spontaneous.
HAZARDOUS INCIDENT SUCH AS CHEMICAL, RADIOLOGICAL OR BIOLOGICAL
In the event of a critical incident where hazardous materials may have been released into the atmosphere
either accidentally or intentionally, a decision to shelter-in-place may be requested by the local authorities
because it may be safer to remain indoors rather than to evacuate Team Members. Examples of situations
that might result in a shelter-in-place order include an explosion in an ammonia refrigeration facility
nearby, a train carrying hazardous material crashes or derails in the vicinity of your store, or an intentional
act of terrorism.
THE FIRST IMMEDIATE STEPS ARE THE SAME FOR ALL SHELTER-IN-PLACE SITUATIONS
Remain calm.
Immediately move Guests, Team Members and anyone else in the store to a pre-established section(s) of
the building that will act as your shelter-in-place. Do not go outdoors.
Unless there is an imminent threat, ask Team Members and Guests to call their emergency contact to let
them know where they are and that they are safe (once they are in a safe and secure location).
Lock all doors, arm safe, close blinds if applicable, turn off all lights and stay calm.
Gather bottled water, battery-powered radios, first-aid supplies, flashlights, batteries, and your cell phone
and charger.
Call your ROD/ROM.
The ROD/ROM will contact the Crisis Hotline and the Crisis Team will be notified. The appropriate Crisis
Team Members will provide direction.
Remain in shelter until authorities give you the all clear.
