of that because Mr. Drury, in tendering his resignation would
like to have given it up some time ago. The Secretary might die
in six or three months before his time expired. It would be
almost impossible for the Executive Committee to get a Secretary
for that time without being assured that he would not get out the
next vear, and for that reason we suggested that recommendation.
Moved and seconded that it be adopted. Carried.
                        S e c r e t a r y A n d e rso n : “Report of the Executive Committee.
The Executive Committee unanimously recommend that a Com-
mitee on Small Tools be added to the list of standing committees

                  of the Association.”
M r. B rio n : We find the Blue List sent you was not correct
as the By-Laws sent you did not provide for a Manufacturers’
Committee. When the Manufacturers’ Committee was appointed,
it was appointed with the knowledge that the same Committee
was to act as the Small Tool Committee. The idea was to ltave
a Machinery Committee and a Supply Committee, and we wanted
a committee to take care of the small tools.
Moved and seconded that the report of the Executive Com
                   mittee be adopted. Carried.
                        M r. M c I n to s h : I have a matter I would like to bring up
which is pretty close to mv heart as I am Chairman of the Com
mittee of the National Hardware Association 011 one cent letter
postage. Do you consider that it costs the Government less than
one-fourth of a cent to carry our letters, when we pay two cents?
“Whereas, the entire community is charged by the Govern
ment a rate for first class mail matter several times the actual cost
                   of the service rendered,
Resolved, that we use our influence as an Association, as well
as individually, for the adoption of a one cent rate on first class
                   mail matter.”
The adoption of the resolution is seconded. Carried
                   unanimously.
                        M r. M c I n to s h : I have another I would like to introduce *
                   in regard to parcels post.
“Whereas, a parcels post system in this country is not
demanded by the necessities of the people, and believing that the
