D. Chapter Finances
1. A financial statement for the period of June 1st through May 31st shall
be submitted by the Chapter on a form provided by the National Treasurer

not later than June 30 of each year. This statement must be prepared and
signed by the designated officers of the period June 1 through May 31

of the preceding Fiscal Year.
2. Delinquent reports will be subject to the approved fine (as prescribed by
the National Organization).
3. The Budget and Finance Committee shall study the financial needs of the
Chapter and submit a preliminary proposed budget to the Chapter for one
fiscal year at the March Mother’s Meeting. The budget should
include anticipated income and expenditures for all committees, groups,
and persons expected to function under the Chapter’s budget during the
relevant Fiscal Year. A final proposed budget shall be considered by the
Chapter at the May’s Mother’s Meeting. Chapter Dues shall be
determined and assessed pursuant to a vote by the Chapter to establish
such at the May’s Mother’s Meeting based on the approved budget.
F. The Chapter shall manage its financial transactions in accordance with generally accepted
accounting rules and practices and keep appropriate records and subject to the directives
of the National Organization.
G. The Chapter President, Chapter Vice President and Chapter Treasurer are authorized to
execute checks on behalf of the Chapter and are authorized to transact financial business
on behalf of the Chapter.
Section 2: National Per Capita Tax (Dues) and Expenses
A. The National Organization shall be financed by a National per capita tax and other fees
assessed to each Member of the Organization. The amount is to be established by the
National budget committee.
B. National Per Capita Taxes shall be levied on each Member to defray expenses of the
Corporation for the current Fiscal Year. National Per capita Taxes shall be paid by

Members to the Chapter and are due and payable June 1 , but no later than June 30

(by cash, certified check, cashier's check, money order, or chapter-approved e-
payment) so that the Chapter can submit the payments to the National Treasurer in one
lump sum no later than September 30 . Any Member making the payment after

September 25 shall be responsible for reimbursing the Chapter for any fines/penalties
assessed against the Chapter that result from submission of a delinquent tax report or
financial statement to the National Organization (see 3 below).
