3. I doubt whethor the Shaikh will give In to the
Company's representations and if ho does not I will put
up a draft to him for your approval enquiring the reason
for his action. I gather that ho makoc three or four
lacs a year out of P.C.L •» but is ready to forego that
in order to fight about Zubarah.
4. One furthor point I should like to emphasise.
Thi3 would never have happened to P.C.L. (nor indeed to
any oil company) if they had not dabbled in politics, it
is in ray opinion a direct result of their officials, par
ticularly I think Packer and possibly Lormitte, having
listened and sympathised v/ith the Shaikh's'grievances'
about Zubarah over a long period of years. This is the
explanation of the fact that tho Shaikh is convinced that
the
tho I.P.C. officials can help him about£Zubarah case.
I think that this is a good opportunity for pointing out
to the company,' in a raannoi* of course likely to achlevo the
desired rosult i that it would bettor if they concentrated
more on producing oil and eschavcdi .politics completely - at
any rate in tho ^part the world for which the Residency
is responsible.
