on Arabi, which are not directed towards the production of
oil there should continue. We would also propose that
ARAMCO for their part should abstain from operations,
directed to obtaining oil thereon, on the shouls and the
islands (gp. undec.) sovereignty, perhaps instancing the
shoals mentioned in Bahrain telno 316 if Bahrain has any

claim to them.
(c) (gp.unded) Saudi linking of Arabi and Bu Saafah’ in a
letter addressed to him, we consider Arabi to belong to
Kuwait and if the Shaikh has no claim to Arabi, as we be
lieve, he should inform Ibn Saud of this also.
2. Again, subject to your and Jeddah's views I suggest
that our attitude to points (a) (b) and (c) of the Saudi
reply reported in Jeddah telno 404 should be as follows
(a) The negotiations about Fasht Bu Saafah must be conduc-
ted with us. As to Arabi, this concerns HMG and the
Shaikh of Kuy/uit and any negotiations on the subject must
be entered into with us acting on behalf of the Shaikh.
As regards (b) we cannot decide our attitude finally
until we know the Shaikh's decision.
(c) The proposed negotiations may be expected to involve
the following questions:-
(1) The extent of territorial waters, the Saudi ideas
of which as expressed in their decroe on the subject con
flicts with ours and we have been examining this question
