organizations v/cro illegal. Possible disadvantages of
this are:
(a) it might lessen the chances of cooperation
between the Government und the "High Executive
Committee", and for this reason it should,
perhaps, only be done if there seems no chance
of participation by the latter In the Labour
Committee anyway,
(b) the difficulty of enforcement
K.) It would probably not be ncoossury for us to
apply any such law by Queen*s Regulation',1 since the
formation of labour organizations amengst those under
our jurisdiction would be unlikely. But I shall be
glad to know if you have any comments on this idea.
