                       7.  National Logistics Plan: Paraguay 2013

                               The following is a summary of the above 2013 report concerning the planned
                               logistics center in Villeta.

                              A.  Priority Projects

                                 The  IDB  funded  and  prepared  the  report  “National  Logistics  Plan:
                                 Paraguay 2013”, with the assistance of the Ministry of Public Works and
                                 Communications  (MOPC)  as  well  as  the  Ministry  of  Industry  and
                                 Commerce  (MIC).  The  objective  is  to  define  the  infrastructure  in  the
                                 country  to  optimize  transportation  networks  and  to  prepare  the  country
                                 for  the  upcoming  growth  in  production,  imports  and  exports.  Therefore,
                                 the named institutions recommended the priority projects.

                                 It was forecasted that the country will double its imports and will triple its
                                 exports within 15 years.

                                 In reference to river transportation, due to its geographical location, the
                                 Paraguay  River  is  the  connections  to  the  continent’s  hinterlands.  Both
                                 Brazil and Bolivia have increased their use of the Paraguay River. About
                                 90%  of  Paraguayan  trade  is  transported  by  river.  As  result  of  the  rapid
                                 increase in production, approximately 3,000 barges are operating locally
                                 up from 1500 five years ago.
