PROFESSIONAL SUMMARY
Mr. Francoeur has been employed with RPF Environmental since 1997 and is the Technical Director, responsible for
technical review of projects and operating procedures for technical staff. He specializes in Industrial Hygiene, OSHA
Compliance, Site Safety and Health Management, and Remediation HASP Development. As an occupational health
and safety professional for over 30 years, his experience involves the evaluation of safety and chemical hazards in
industrial, non-industrial, outdoor environments, and remediation sites. This includes the development of health
and safety plans for hazardous waste site operations, performance of site safety officer duties, designing and
implementing various health and safety programs, conducting in-plant and environmental audits, OSHA
compliance reviews and surveys, collecting samples for characterization of chemical hazards, evaluation of chemical
handling procedures, recommendations for corrective actions, and the creation and presentation of training
programs. He has overseen the development and implementation of RPF Environmental’s accredited EPA RRP
training programs on a federal level and in Massachusetts. As well, he delivers Hazwoper initial and refresher
training, Confined Space, and OSHA 10 and 30-hour courses. Also, as a health and safety professional, he has
presented a variety of related courses for Keene State College - OSHA Institute and S&H Council of NH - Northern
New England.
