Allan D. Mercier
Field Operations Manager, Senior Environmental Health and Safety Consultant
PROFESSIONAL SUMMARY
Mr. Mercier has been at RPF Environmental since 2006. As Field Operations Manager, Mr. Mercier monitors and
coordinates scheduling and personnel to ensure timely and efficient completion of projects. He provides technical
support to field staff on regulatory compliance, project budgets and coordination, and technical equipment and
media usage. As well, Mr. Mercier provides environmental health and safety consulting and project management
for a range of clients throughout northern New England including educational systems, government, industrial
sites, health care, and general construction settings. His duties include industrial hygiene monitoring, analytical
reporting, site supervision, safety and regulatory compliance inspections at construction/remediation sites,
hazardous materials surveys, optical microscopy analysis, and indoor air quality investigations. Mr. Mercier also
performs underground and aboveground storage tank closure assessments, testing and reporting, as well as ASTM
1527-05 Phase I Environmental Site Assessments.
Mr. Mercier is a senior project manager for RPF Environmental’s New Hampshire state-wide asbestos testing and
consulting contract, working for DAS, HHS, F&G, AG, USNH, CCSNH and other agencies. He is responsible for
developing, implementing and ensuring compliance with health and safety plans, abatement and remediation
work plans related to PCB’s, asbestos, lead and other contaminants.
In prior employment, Mr. Mercier served as a project manager for a regional environmental contracting firm
specializing in petroleum remediation, and aboveground and underground petroleum storage tank cleaning and
removal. He managed the firm’s contract with NH DES Petroleum Spill Emergency Response; and in 2004, he
managed projects involving petroleum soil excavation and disposal totaling over $750,000.
While on active duty in the US Air Force between 1992 and 1996, Mr. Mercier worked as a Bio-Environmental
Engineering Specialist responsible for performing industrial hygiene surveys including workplace safety and health
audits, environmental sampling and analysis, hazardous materials inspections and communications, and regulatory
compliance management.
