EXPERIENCE
Mr. Duval serves as President and Chief Engineer for TFMoran Inc. and is responsible for technical oversight
of all TFMoran projects. Mr. Duval has over 38 years of experience in the engineering and construction
industry. His multi-disciplinary background enables him to handle complex projects including civil,
structural, and traffic engineering challenges. His project experience includes civil and structural design of
multifamily residential buildings, public buildings, schools, courthouses, fire stations, and public utility
structures; marine engineering projects, traffic engineering and design of local, state, and federal
highway projects.
Selected project experience includes:
• MHRA, Benoit Apartments, Manchester, NH: Principal-in-charge for the topographic survey and
site design for drainage improvement at the existing MHRA apartment complex on Tarrytown Road.

• MHRA, South Main Street Apartments, Manchester, NH: Principal-in-charge for the boundary,
topographic and ALTA survey, civil/site engineering, and permitting for the construction of a new
20-unit residential development with associated parking, drainage and utility services.
• Manchester Riverfront Development, Manchester, NH: Principal-in-charge for Master Plan for
mixed-use redevelopment of 28-acre former industrial site along the Merrimack River in
Manchester, NH that included a 7,000 seat Minor League Baseball Stadium, 126 room Hilton hotel,
150 unit luxury apartments, 40 townhouse condominiums, as well as roadway, utility and parking
improvements on adjacent properties.
• City of Manchester, NH – Municipal Complex: Project Manager for civil/site design, permitting
and landscape architecture for a new 30,000sf Public Works Department administrative building, a
36,000sf vehicle maintenance building, a 48,000sf vehicle storage building and a 12,000sf salt
storage shed. The complex also included a new Police Department.
• Chandler Place Affordable Senior Living Apartments, Plaistow, NH: Principal-in-charge for 39
unit, two-phase affordable senior living apartment project funded through the Federal Low Income
Tax Credit Program. TFMoran provided boundary and topographic survey, civil/site engineering,
landscape architecture, and construction phase services for both phases of the project.
• Catholic Medical Center Expansion / Rite Aid Pharmacy, Manchester, NH: Principal-in-charge
for boundary and topographic land survey, civil/site engineering, landscape architecture, and
construction phase services for the multi-phase hospital expansion and design of a new Rite Aid
Pharmacy.

• Members First Credit Union, Manchester, NH: Principal-in-charge topo for the civil/site design
of a new 17,597sf, 3-story bank/office building with attached two lane drive through and accessory
parking lot on an adjacent property. TFMoran’s services included boundary and topographic survey,
civil, traffic, and structural engineering, landscape architecture, and construction phase services.
