➢ Freedom to express criticism; Mamangan adat
says: rajo alim rajo is slapped, rajo despot is
refuted. (The pious king, the king is worshiped, the
unjust king the king is refuted). In Minang custom
there is no absolute power (dictator), even though
his position is the same as a king, every member of
the community may submit criticism or refutation
of his leadership; because the truth is not only in
the leadership, but must be sought (ijtihad).
➢ Be fair; According to the customary tradition: tibo
di mato jan is shortened, tibo di dado jan is
discarded, tibo diparuik jan is discarded. (Do not
close the eyes, do not inflate the chest, do not
deflate the stomach). The rule of law must be
upheld, meaning that before the law all members
of society are treated equally and no one is entitled
to special treatment.
➢ Openness (transparency); It is stated in the adat
mamagan: basuluh jo matohari, bagalanggang jo
mato rang many. (glowing with the sun, roaming
with the eyes of the crowd). This shows the nature
of openness, honesty and clear responsibility to the
community.
