vii. The  North  Eastern  States  /  UT’s  /  Railways  excluding  Assam  shall  be
          exempted from the above conditions.
      2.  Enrollment:
          Any  adult  irrespective  of  religion  or  sex  or  an  institution,  who
          subscribes to the objectives and constitution of the Indian SGF and who
          is not already a member of a District SGF or Guild SGF, may be enrolled
          as  a  member  or  the  State  SGF  in  any  of  the  following  categories  of
          Membership as per rules and regulations of the State SGF on payment
          of such membership fees as may be prescribed by the State SGF from
          time to time.
      3.  Categories of Members:
          Chief Patron: Any person holding high office in the state Government
          or any public institution or held in high esteem by the public may be
          appointed as the Chief Patron by the State Council.
          Patron:  Any  person  of  repute  may  be  appointed  as  a  Patron  by  the
          State Council. However, their number shall not exceed three at a time.
          Donor  Members:  Any  individual  who  pays  a  onetime  lump  sum  as
          decided by the State Council may be admitted as a donor member. No
          further donation or subscription is expected from them.
          i.   Life  Members:  Individuals  who  shall  pay  a  onetime  lump  sum
               amount  as  subscription  fee  for  life  but  such  members  may  be
               required  to  pay  additional  fee  after  a  period  of  ten  years  or  as
               maybe decided by the State Council.
          ii.   Ordinary  Members:  Individuals  who  shall  pay  as  annual
               subscription fee as decided by the State council provided there is
               no  District  SGF  and  or  Guild  in  the  area  they  reside.  Ordinary
               membership is renewable every year.
          iii.   Honorary  Members:  Senior  citizens  or  any  other  persons  of
               repute  who  have  rendered  services  or  made  meritorious
               contribution  to  the  Scout/Guide  Movement  or  society  may  be
               admitted as Honorary members as decided by the State Council.
               Honorary  members  shall  be  in  the  ratio  of  1:20  or  ordinary
               member subject however to a maximum of five. These members
               shall not be required to pay any fee and shall have no voting right.
