(b) if the Agency has evidence that a beneficiar-y has comnritted systemic or lecurrent

(c) if the Agency suspects irregularilics,

beneficiary iu the award procedure or while irnplernenting the Agreernent and needs to veLify
whether they have actually occurred.

Step 1 - Before suspending implementatiorr of the action, the Agency must send a,forntal
notification to the coordinator:

(a) inforrning it ofi

(i) its intention to suspend the implernentation;

(ii) the l'easons I'or suspension;

(iii) the necessary conditions for resuming the irnplementation in the cases referred to in
points (a) arrd (b) of Arlicle ll.16.2.1 ; and

(b) inviting it to subrnit obselvations within 30 calendar days of receiving the formal notificatiorr.
Step 2 lf the Agency does not receive observations or decides to pLrrsue the procedule despite the

observations it has received, it must send a.formal nolificalion to the coordinator informirrg it of':

(a) the suspension of the irnplementation,

(b) the reasons for suspension; and
(c) the final conditions for resnrnirrg the irnplementation in the cases rcferred to irr points (a) and
(b) of Article I1.16.2.1,;or
(d) the indicative date of cornpletion of the necessary verification in the case referred to in point
(c) of Article 11.16.2.1,,

The coordinator nrust imnrediately inform the other beneficiaries of the suspension.
suspension takes effect five calendar days after the /brnul notilication is rcceived by the
coordinator or on a later date specified in theformal notification.

Othetwise, the Agency must send a,lbrnnl nolificalion to the coordinator infonning it that it is
not continuing the suspension procedure.

In older to resutne the implernentation. the beneficiaries must meet the notified conditions as soon as
possible and must infonn the Agency of any progress made.

lf the conditions for resutning the irnplernentation are met or the necessary verifications are carricd
or,rt, tlre Agency lnust send a.forntal notlication to the coordinator:

(a) infonning it that the conditions for liftiug the suspension al-e met; and
