                                                 AN  ADMINISTRATIVE  REGULATION
                                                        AMENDING  AR-88-3
                                                   GOVERNING  PRESS  RELATIONS
                              Se_Qtion  1.  Press  Releases
                              All  press  releases  governing  departmental  programs  shall  be
                              approved  by  tbe  respective  department  head.    If  the  press
                              release  involves  a  substantial  change  in  a  city  program,  the
                              City  Manager  shall  be  notified  prior  to  the  dissemination  of
                              the  press  release .  All  pr~s releases  involving  more  than
                              ohe  city  department  shall  be  issued  by  the  City  Manager's
                              office.

                              Section  2.  Press  Barred  From  Administrative  Meetings
                              The  Open  Me.etfngs  Act  governs  all  it.ems  under  consideration
                              by  elected  and  appointed  boards  and· commissions.    All  other
                              meetings,  hearings,  etc.,  involving  city  employees ,
                              consultants,  hearing  officers  and  any  other  individuals  who
                              do  not  include  the  majority  of  the  mentber ship  of  any  elected
                              or  appoint.ea  board  or  commission  shall  be  conducted  without
                              the  press  being  present.

                              Sgct  on  3.  Personnel  Issues
                              Due  to  the  potential  liabilities  involved  in  personnel
                              issues,  all  management  sta£1  shall  provide  only  bas ic
                              £actual  information  to  the  press  about  any  parsonnel  action,
                              prior  to  the  final  disposition  of  that  action.   Jl.ny  internal
                              investi.gation,  predetermination  bearing  or  other  .fact
                              finding  activity  aLfecting  c'ity  employees  is  considered  to
                              be  preliminary  in  nature  and  management  staff  should
                              exercise  great  care  in  making  any  public  comments  on  these
                              issues.   If the  press  desires  information  outside  the
                              limited  scope  authorized  in  this  section  they  should  be
                              referred  to  the  City  Manager ' s  office.
                              Section  4.   Freedom  of  Speech

                              Nothing  in  this  Administrative  Regulation  is  intended  to
                              deny  the  individual  their  constitutional  right  to  free
                              speech.   Any  employee  may  comment  to  the  press  as  an
                              individual,  but  it  is  the  responsibility  of  the  employee  to
                              reiterate  to  the  press  that  their  comments  do  not
                              necessarily  reflect  the  policy  of  the  organization.
