Table C.2.4.1: Safety Critical Equipment
The objectives of the inspection and testing activity are to:
• Ensure the safety and integrity of plant (equipment and piping systems); and
• Ensure the design, repair or modification of pressure containing equipment
and piping systems to meet company, design code and statutory
requirements, whereby maintaining the safety and integrity of the assets.
The maintenance and inspection activity involves:
• Functional test of the firefighting system;
• Scheduled inspections of chlorine cylinders / drums; and
• Test program for pressure relieving valves.
C.2.4.1 Inspection and Testing Schedules
Chlorine cylinders / drums shall be subjected to testing and inspection during and
after manufacturing as to compliance with the applicable design standards. This
testing and inspection are conducted by the chlorine’s manufacturers via the yearly
qualification and requalification test and subject to the acceptance by the approving
authority such as DOSH. Besides the chlorine cylinders / drums, the storage facility
has an inspection and testing program to ensure the integrity of the plant and
equipment are maintained.
The Inspection, test and maintenance program performed on plant and equipment is
documented and takes into account:
• Recognized and accepted good engineering practices and procedures for the
planned inspection and maintenance of plant and equipment;
• Frequency determined by:
- Manufacturers specifications and recommendations;
- Good engineering practice;
- Operating experience;
- Hazard analyses and risk assessments;
- Maintenance and reliability experience; and
- Regulatory requirements and industry codes.
