               The risk assessment will be conducted to assess the risk arising due to the changes
               and followed by  implementing mitigation  measures. These changes,  where
               necessary, are governed by the relevant  MOC processes/procedures.  Levels of
               authorization are equivalent to the change being implemented.

               Before  any changes, approval will be obtained  from the affected  operations
               governed the regulation and any documentation changes are submitted for review.
               The approval authorities who are vested with the authority to endorse and approve
               these deviations and changes are detailed in the company management philosophy.

               C.2.6.2 Organizational change

               Before any organizational changes,  the company will ensure that when the staff
               changes  are made, the requisite standards  of individual and  organizational
               competencies, expertise and experience are checked.

               To recognize any arising hazards that may occur, all non-engineering changes that
               may impact  the  occupational safety and health will be reviewed. The approval is
               focused  on risk evaluation and  other considerations, including economic and
               strategic consequences.

               The changes to which this process shall apply include:
                    •   Non-operating procedures and practices;
                    •   Organizational and position descriptions including contractors;
                    •   Delegation of authority; and
                    •   Other non-engineering changes with OSH or significant business implication.

               The system of handover at work change is to ensure the transfer of all skills and
               information relevant  to the task.  The handover process guarantees that the
               successful incumbent is fully aware of the responsibility for the facility and the state
               of the workplace and should perform:


                    •   For any employee absence, planned or unplanned;
                    •   When an employee returns from a work absence;
                    •   When an employee commences work in a new position; and
                    •   Prior to shift hand-over.


               C.2.6.3 Engineering Change

               The system in place  is the Engineering Change Authority procedures  or “Kuasa
               Pertukaran Kejuruteraan”. The purpose of the procedures is to ensure that changes
