C.2.10 Contractor Management
Management of contractors in terms of the selection process and performance
monitoring during work execution. Aspects related to training and
communication for contractors
Contractors are selected by the M&E Section, Maintenance Executive or the Plant
Superintendent with approval from their respective superior. The selection process
involves reviewing their job proposal against the stated requirements, availability of
suitable equipment and manpower, assessing their ability to carry out the work and
reviewing their historical performance as described in the Management of Contractor
and Supplier Procedure (SAJ-IMS-P-17). Several quotations are required for
comparison and the officer initiating the job then forwards the job proposals and his
recommendations to the Contracts and Procurement Department for review. The
Contracts and Procurement Department Head will give the final approval in the form
of a Work Indent to the selected Contractor. After successful completion of the job,
the contractor will fill up a section in the Work Indent and forward the copy to the
officer initiating the job for verification. After verification that the job has been
completed according to the requirements and is satisfied with the quality of the work,
the officer will then forward the Work Order to the Finance Department for payment
to the contractor.
C.2.10.1 Contractor Compliance
All contractors are committed to the Company OSH Policy and objective. The
contractor work will perform in compliance with the company procedures, practices
and OSH requirements. Contractor personnel is included in all aspects of hazard
management including:
• Induction training or briefing;
• OSH meetings;
• Formal and informal hazard identification meetings;
• Job safety analysis;
• Workplace inspections and audits; and
• Planning of work.
The involvement of contractors is recorded through the records of hazard
management processes such as meeting minutes, JSA records and workplace
inspections. All incidents involving contractor personnel on the Company worksite
are reported formally and records.
