among the school principals in their TQM practices when they are compared within and between
themselves, are rejected and are not comparable in the extent of their TQM practices when
grouped according to their number of years of administrative experience.
Based on the findings and conclusions, the following recommendations are offered:
1) Encourage to have more if not of equal number of male than female school administrators
and train well the potential future school administrators not considering their age level as
long as they have the total quality of becoming an administrator; 2) Encourage the married
individual to aim in becoming school administrators also for they can likewise contribute in the
improvement and advancement of the school; 3) Extend financial support and motivation to all
school administrators to continue their post graduate studies which in a way pave to their better
administration; 4) Motivate school administrators to upgrade professional skills and ability by
attending not only regional and national level but also international level which will help them
for total quality management.
GUIDANCE PROGRAM IN PUBLIC ELEMENTARY SCHOOLS IN
PANGASINAN II

This study determined the status of the Guidance Program in the public elementary and
secondary schools in Pangasinan Division II as perceived by the designated guidance teachers
or coordinators SY 2013-2014. Specifically, it determined the following: 1) profile of the teacher
respondents in terms of age, sex, civil status, highest educational attainment, years in guidance
work and relevant trainings; 2) status of the Guidance Program along: attainment of philosophies,
attainment of objectives, adequacy of facilities and instructional devices, extent of provision of
curriculum related inputs, funding, provision of support services and evaluation; 3) problems
encountered by the teacher-respondents in the implementation of the Guidance Program; 4)
coping mechanisms in dealing with the problems encountered in the implementation of the
Guidance Program.
The descriptive method of research was employed and the questionnaire checklist was
used as data gathering instrument. Frequency counts and percentages were used to determine
the profile of the teacher respondents of Pangasinan Division II, the status of the Guidance
Program, problems encountered and coping mechanisms used in dealing with the problems.
The findings indicate that majority of the respondents belong to the age bracket
of 20-34 years old, female, married, have earned M.A. units, have 11- 15 years as guidance
teacher and have attended Division Level trainings. It was also found out that the attainment
of philosophies and objectives of the Guidance Program is remarkable which is “very much
attained”. Along adequacy of facilities and instructional materials it is “moderately adequate.”
The extent of provision of curriculum inputs in the area of attitude and skills is “always”, guides
