All travel time must be recorded. Travel time that is billable to the client under the Federal Travel Regulations
should be charged to the appropriate project code. Travel related to non-billable projects must be charged to the
correct indirect code (Overhead, G&A…).
In the event that employees cannot access the timekeeping system while on travel, employees should make every
effort to contact their manager who can enter employee hours, on a daily basis, for the employee.
All travel time and expenses are charged to the correct account number, including direct charges, indirect charges,
and any leave time applicable.
4.6.8 Time Mischarging
Government contracts limit reimbursable costs to those that are incurred, properly allocated, including labor costs,
reasonable, allowable, and invoiced to the government. The charging of time to any contract when the costs were
not incurred in the performance of that contract is strictly prohibited. Likewise, the charging of time to indirect, bid
and proposal, or business development, when the costs were incurred in the performance of a specific contract, is
also strictly prohibited.
The intentional mischarging of time to a government contract is cause for disciplinary action, which may include
termination of employment from E3, and may result in substantial civil fines and/or penalties to the individual
involved by the US Government. Time mischarging may result from the improper charging of labor hours on
employee timesheets or the improper transfer of such costs. If such costs are invoiced to the US Government, E3
may be subject to severe civil fines and penalties under applicable law, including the False Claims Act, and may be
subject to suspension or debarment from doing business with the Federal Government.
4.6.9 Timekeeping Disciplinary Actions
Recording time in an accurate manner has always been, and continues to be, a fundamental requirement of E3.
Adhering to the timekeeping procedure set forth in this policy and procedure is critical to achieving that
requirement. Any infraction of timekeeping rules and procedures is regarded as a serious matter deserving of
prompt investigation and possible disciplinary action, which may include termination of employment. It is the
employee’s and the manager's responsibility to ensure that all assigned employees comply with E3's timesheet
reporting procedure.
4.6.10 Timesheet Floor Checks
Floor checks are designed to ensure the integrity of timekeeping procedures and practices. Such floor checks
consist of unannounced interviews of employees based on their knowledge of E3s Timekeeping Policy, knowledge
of their applicable account (charge) numbers, etc., and an examination of their current or past timesheets. Floor
checks may be performed by authorized E3 personnel and/or by auditors from the US Government. Floor checks
may also be facilitated through automated notices in the electronic timekeeping system. Failure to pass a floor
check is reviewed by the E3 Manager and the Accounting Department and may result in disciplinary action,
including termination of employment.
4.7 Office Closures or Delayed Openings
4.7.1 Government Closure
The federal government may close due to unforeseen circumstances (i.e., inclement weather, Presidential Order). If
you have scheduled leave for that day, you are required to take leave as scheduled. If you are willing and able to
work, you should do one or more of the following:
(1) Complete billable work at home if allowed; non-billable work may also be allowed if approved by the E3
Manager
(2) Utilize any flex time if available upon E3 Manager approval or make up those hours, subject to E3 Manager and
client coordination
