4.  However, if two or more employees join on the same day by direct
                          recruitment, then the seniority shall be determined as per the merit
                          list prepared by the Selection Committee.
                      5.  If no merit list is prepared and available, then the candidate senior
                          in age shall be considered senior.
                      6.  If  the  date  of  joining  of  two  or  more  employees  in  a  category  of
                          service through direct recruitment and promotion is the same, the
                          latter shall be senior to the former.
                      7.  If  two  or  more  employees  are  promoted  in  the  same  category/
                          cadre  on  the  same  date,  the  seniority  shall  remain  in  the  same
                          order as in the lower category.
                      8.  The final seniority list of staff, who are already in regular service of
                          the Society on the date on which these rules come into force, shall
                          be determined according to the date of joining in that category of
                          post
                      9.  Tentative Seniority lists shall be prepared and communicated to the
                          employees, duly providing adequate opportunity to file objections if
                          any.   Any  employee  may  within 30 days  of  the  communication  of
                          tentative  seniority  list,  appeal  /  file  objections  to  the  Board  of
                          Directors.  The  appellate  authority  may,  however,  entertain  any
                          appeal  within  60  days  of  the  said  date,  if  appellant  had  sufficient
                          cause for not submitting the appeal in time.
                      10.    After  rectification  of  defects  or  addressing  the  objections,
                          Confirmed  Seniority  List  shall  be  communicated  to  concerned
                          employees.
                      11.    The  period  of  service  of  any  in  regard  to  the  appointment  on
                          adhoc basis shall not count towards seniority.
                      12.    If any dispute arises in the matter of determining Seniority, the
                          decision of the Registrar will be final.

               J.  Promotion :

                   1.  Appointment  by  promotion  to  posts  under  a  category  shall  be  made
                      from eligible employees on the basis of seniority cum merit.
                   2.  The regular vacancies in higher cadres shall be filled up by promotion
                      of eligible employees from immediate lower cadre.
                   3.  For  being  promoted  to  higher  category,  the  individual  working  in  the
                      lower category should have the required qualification to that particular
                      category and should have put in prescribed period of service in lower
                      category and fulfill all eligibility criteria.
                   4.  Promotions cannot be claimed as a matter of right.
                   5.  However, seniority need not be followed in case of promotion to posts
                      of  Selection  category  which  will  be  purely  decided  on  merit  and
                      capability.
