2. All Officers must remain Members in Good Standing for their complete tenure in
office or be subject to disciplinary action and possible Involuntary Termination of
membership.
3. Transition of files:
a. All outgoing Chapter officers must complete all reports due at the end of their
tenure/term and deliver all files and records to the incoming Chapter officers

and hold at least one transition meeting by June 15 of the new/next Program
year or risk Involuntary Termination of membership. Exceptions: The Chapter
Treasurer must complete and deliver her files to the new treasurer, or the
Chapter President as directed in Article VI, Section 3(D)(6) - Treasurer;
b. An officer that is disciplined or resigns from office pursuant to Article VI,
Section 1(K) - Resignation from Office or Article VI, Section 3 – Penalties
for Elected Officers must deliver all files and records to the Chapter President,
within 5 days of the start of the disciplinary term or the date of the acceptance
of the resignation from said office. A transition meeting or detailed transition
memo is required within 5 days of said start of the disciplinary term or accepted
resignation. Failure to properly transition official files could result in
Involuntary Termination of membership.
c. Special transition rules for the Chapter Treasurer are delineated in Article VI,
Section 3(D)(6) - Treasurer.
C. Penalties for Elected Officers
1. A Chapter Officer is subject to discipline if she fails to perform the duties of her
office as outlined in the NCB or other governing documents of the Organization,
including these Chapter Bylaws.
2. An outgoing Chapter Officer is also subject to discipline if she fails to affect an
orderly transition between outgoing and incoming officers, as defined in the NCB,
NPP or these Chapter Bylaws. All outgoing officers must properly transition their
responsibilities and relinquish the records and/or accounts that pertain to that
office within the allotted time-frame pursuant to these Bylaws (Article VI,
Section 3(A) and (B)), Article VI, Section 3(D)(6) – Treasurer (as applicable),
and the National Organization’s governing documents. Failure to do so may
result in disciplinary action, up to and including Involuntary Termination pursuant
to Article VI, Section 3(C).
3. The penalties allowed are as follows and must be sanctioned by the Chapter
members and the Chapter Executive Board.
a. Fines/Sanctions – Monetary penalty or Letter of Reprimand
(imposed for inadvertent financial issues). Any Elected Officer who
