it will forfeit tho oympathy of the Dritioh Government.
The firot responsibility of nil Governments in to maintain
law and order, and in this the Bahrain Government would
have the full support of the outside world. The British
Government trust that tho preoent difficulties botween the
Bahrain Government and the poople of Bnlu'ain will be solved
i:n a peaceful and constitutional manner since any public
otrife v/ould undoubtedly retard progress, Tho advice of
tihoi British Government to the people of Bahrain is firstly,
that they should take careful note of the progress and
reforms which have lately been achieved, and which are
continuing with the help, where necessary, of the British
Governnent, secondly that they should participate to the
fullest exto'nt in the various committees and elected bodies
which are now open to them, and thirdly, that they should
put out of their minds all thoughts of violence, Illegal
action and non-cooperation.
